Jeff Brotman, a founder of Costco, which became one of the world’s largest retailers by luring loyal, card-carrying customers to its cavernous stores with startlingly low prices on everyday products, died on Tuesday in Medina, Wash. He was 74. Costco Wholesale of Issaquah, Wash.
